Mr Kramer received his B.A. in Jurisprudence,
summa cum laude, from the University
of Baltimore and his J.D. from the University
of Baltimore in 1987.
Mr. Kramer, a former Assistant City Solicitor
for the City of Baltimore, worked in the
City Law Department from 1979-1996. He has
maintained a private law practice since 1988
in Harford County, Maryland and currently
practices full time.
While at the Office of the City Solicitor
his responsibilities included, inter alia,
research and writing of State and local legislation
and informal and formal Opinions of the City
Solicitor; litigation; and agency representation.
In his private practice Mr. Kramer concentrates
in business law (mechanics liens, contracts,
commercial leases, creditor-debtor collections
and litigation ) representing small and mid-sized
companies. He specializes in personal injury
litigation, including workmen's compensation.
Mr. Kramer is a member in good standing with
the Maryland State Bar Association, various
national and international genealogical organizations
and the Swan Creek Golf and Country Club.
He has served as President of the Maryland
Municipal Attorneys' Association (1993) and
was elected to the Board of Directors for
the Maryland Municipal League for the 1994
and 1995 terms.
